Multi-year Revisions Were Made to the U.S. Balance Sheet
There were multi-year data revisions (from FY 2019/20 through April 2026) to deliveries for human
consumption and ending stocks in the USDA, Farm Service Agency’s (FSA) Sweetener Market
Data (SMD) report. These updates were reflected in the July 2026 World Agricultural Supply and
Demand Estimates (WASDE) report’s U.S. balance sheet. A company underreported its sugar
deliveries for consumption, which then resulted in overreported inventories because the company
previously calculated their ending stocks (as opposed to reporting physical inventories). While the
corrections to deliveries were relatively small on an average monthly basis, the effects on ending-
month inventories accumulated over the period. By the end of April 2026, the overreported stocks
amounted to 145,870 short tons, raw value (STRV). For a more detailed explanation, please see

Analysis website. In addition, the multi-year revisions have been incorporated into the
